Activated on patient record creation or when a user or a workgroup becomes owner of a patient record
Retrieve the configured defaultCollaborator for the user (either from the user profile or, if missing, from its workgroup) or from the new owner profile.
For each entry, split the value by “^” into user/workgroup reference and access level.
- If the user or workgroup reference is invalid, ignore this entry
- If the level is missing or invalid, use view
- Add that collaborator with the specified access level to the patient record
