In pedigree, allow adding existing patients and creating new patients which are not linked to any pedigree node

      Description

      Use case (according to Brittney Johnstone): a patient says "I have a relative with this and that disorder, but I don't know my exact relation to that relative". Then a clinician would like to create a new family member with a comment "this and that disorder" and add it to the family, without positioning it in the pedigree

      Suggested implementation:
      Buttons [add] and [create] in the patient legend, which will always be visible (but collapsible, like the regular legend). "Create" button should pop up a dialogue asking for comments, and the new patient should be created with those free text comments.

      This should go well together with a requirement for all patients having external ID, since that one can be added to the same dialogue
